Overview:

The 3GPP video codec is
a highly optimized video encoding and decoding library intended
for low power consumption applications. Reduced memory and MIPS
allow the utilization of the library in portable devices (mobile
phones, PDA's, others)
Optimized algorithms and code enable real-time encoding and
decoding at QCIF resolution. This permits the deployment of the
library in a variety of interactive and streaming applications.
This library meets requirements defined in 3GPP specifications and
enables MPEG-4 or H.263 codestream creation and decoding.
Proprietary efficient Motion Estimation and zero DCT coefficients
prediction algorithms are implemented in the Codec. These
algorithms significantly reduce computational complexity and
power consumption of the encoder.
